fix: readAllNotifications message not working (#14374 )

* refactor: add and use isJsonObject

* fix: readNotification message without body is not working

* docs(changelog): WSの`readAllNotifications` メッセージが `body` を持たない場合に動作しない問題

* Update CHANGELOG.md
