Zhalslar c1756e5767 fix: 修复组件 type 属性为枚举值 (#2628) 
当前components.py中每个组件的type属性都是直接字符串赋值，IDE会爆红。
修正为使用本就定义好的ComponentType枚举类
用时修正多个组件中当url为空时convert_to_base64检查路径导致的报错

当前aiocqhttp依赖raw_message来发送消息，raw_message为空时也无法有效回退到用group_id或user_id来发送，更符合逻辑的应该：优先使用session_id（group_id or user_id）,raw_message兜底

* Update aiocqhttp_message_event.py

* fix: validate session_id as integer and improve send_message docstring
